We are in the midst of Rotary International’s Council on Legislation (COL) season. This once-every-three-years assembly considers enactments to Rotary’s Constitution, Bylaws and Manual of Procedure. In April, the COL will be voting on enactments involving membership, Club administration, Rotaract, qualifications for various positions, and many other topics. Proposed Enactment 25-07, for example, would lower the minimum number of new members needed to charter a new club from 20 to at least 15. Proposed Enactment 25-10 would permit Rotarians involved in starting new clubs to be Active members in both their home club and the new club they helped charter. In total there are 86 enactments scheduled to be discussed and voted upon this year. Past District Governor Cathy Gibson is representing District 5030 and she welcomes questions and feedback on the proposed 2025 legislation.
